Description/Background:
In January 2018, the City hired a consultant team, led by Gateway Planning, to prepare a master plan for the Stadium Village District within The Cairns. The project area included in the Stadium Village Master Plan extends from 9000 S. to approximately 9600 S. and from I-15 to the east just beyond State Street, following the East Jordan Canal. Staff held a kick-off meeting with the consultant team on January 24, 2018. Public outreach events were held in April and May of 2018, including a public open house, stakeholder interviews, meetings with City staff, and a presentation to the City Council. In June of 2018, a design workshop was held that also included stakeholders, the public, staff, and City officials. Various surveys were also released to the public in conjunction with the outreach events and design workshop. Since June, the consultant team has been conducting research, analyzing information, and preparing a draft document. The draft Stadium Village Master Plan was made available online to the public on May 1, 2019 for review and comment. Staff and the consultant team will also be presenting the draft document to the public in a public open house the same night as the joint City Council and Planning Commission meeting. The consultant team will begin to prepare a final draft following the May 7th meetings. It is expected that the final draft will be available in June 2019.
Fiscal Impact:
The possible redevelopment of the area around Rio Tinto Stadium could have a significant fiscal impact. However, review and adoption of the Stadium Village Master Plan itself will not have a direct fiscal impact.
Further action to be taken:
Comments will be reviewed, and a revised draft will be prepared. The revised draft will be processed for approval as a general plan amendment upon completion, including a public hearing with the Planning Commission and a public meeting with the City Council.
