Description/Background:

On February 2, 2020 Council Member Stroud introduce a proposal to increase the maximum number of dogs allowed per residence in Sandy City. The Council unanimously approved the further work to develop an ordinance codifying the proposal.

 

Ordinance 20-01 increases the number of dogs allowed per residence from two to three. Council Member Stroud has considered increasing the number of dogs per residence to four, and invites Council discussion on whether to do so at time of ordinance adoption. A survey of the number of dogs allowed in other jurisdictions is attached to this agenda item. A summary of considerations on the number of dogs is also attached.

 

In conjunction with a proposed increase in the number of dogs allowed per residence, Council Member Stroud also proposes to require spay or neutering of at least one dog where more than two dogs reside.

 

At the request of the Animal Services Division, the Ordinance also clarifies the definition of an animal running at large to mean that restraint is, "by leash or other means of direct physical control."

 

Finally the Ordinance includes minor capitalization corrections.

 

If the Council adopts Ordinance 20-01, a conforming change to the Sandy City Land Use Code will be required. A copy of that amendment is attached to this agenda item. As a change to the Land Use Code, that amendment should proceed through the Planning Commission process.
