Description/Background:
Sandy City is an annual grantee of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). HUD requires that the City submit a strategic plan (Consolidated Plan) every five years, identifying needs and goals, and an action plan every year, identifying projects and funding allocation, prior to releasing the funds. The City adopted a Consolidated Plan in 2020. The Community Development Department is now presenting the 2021 Annual Action Plan (AAP) for the use of CDBG funds in the 2021 program year (7/1/2021-6/30/2022).
The proposed 2021 AAP has been prepared according to the recommendation of the City's Citizen Advisory Committee ("CDBG Committee"), as required by the City's Citizen Participation Plan. The City Council has approval authority, within the regulations and requirements pertaining to the CDBG program. Following approval by the City Council, the plans will be submitted to HUD.
The Citizen Advisory Committee's preparation for the 2021 program year began in September 2020, and the Committee has met monthly since then to formulate it's recommendation. The Committee held a public hearing on September 16, 2020 to consider needs in the community. The Committee then prepared a funding request application and established application review criteria. Funding request applications were accepted through January 11, 2021. The Committee reviewed funding request applications and potential City projects. On March 17, 2021, the Committee finalized it's recommendation for projects and funding allocations as contained in the proposed 2021 AAP.
Fiscal Impact:
The City has been awarded $387,379 in CDBG funds for the 2021 program year. Additionally, $3,411 in unexpended prior year funds is also recommended to be reprogrammed, for a total of $390,790 available for the program year. The draft of the 2021 AAP includes $58,000 for public services, $80,000 for housing, $193,176 for public improvements, and $59,614 for program administration/eligible planning.
Further action to be taken:
Following approval by the City Council, Staff will prepare the necessary documents for submittal to HUD. HUD is required to review and approve the submitted documents prior to funds being available for distribution. Staff will prepare environmental review records and subrecipient contracts for approved projects.

Recommendation
That Resolution #21-13C be approved, including the following:
1. Approval of the 2021 Annual Action Plan for the 2021 program year; and
2. Authorization for the Mayor to submit the 2021 Annual Action Plan to the U.S. Department of Housing and Urban Development and to prepare and execute associated documents.
