Description/Background:
On October 17, 2024, the Planning Commission held a public hearing to consider a recommendation regarding a comprehensive update to the Sandy City General Plan. Following approximately two years of preparation, a draft document of the proposed updated General Plan (Pace of Progress: Sandy General Plan 2050) was publicly made available on August 29, 2024. The Planning Commission unanimously recommended that the City Council approve the proposed draft, subject to changes reflected in Exhibits D through I of the staff report (attached) that had been provided to the Planning Commission, with revisions to Exhibit H.
At the time of this writing, the project team is revising the draft document to reflect the changes as recommended by the Planning Commission. The August 29, 2024 draft document is currently available by going to the project website (https://sandypaceofprogress.org) and the Planning Commissions proposed changes can be seen in the attached Planning Commission Staff Report (Exhibits D through I), with a revised Exhibit H also attached. The project website will be updated to include the revised draft as soon as that version is complete.
The project team is currently scheduled to present the draft Pace of Progress: Sandy General Plan 2050 to the City Council over the course of four meetings. The October 22, 2024 meeting will focus on Sections 1 and 2 of the document. Section 1 includes several chapters that provide background for the project, including information about public engagement, the document framework, and key strategies. Section 2 addresses neighborhoods and housing. Upcoming City Council meetings include November 12 (Section 7), November 19 (Appendices-Neighborhood Activity Centers, Station Area Plans), and December 10 (Sections 3-6). Council Action is tentatively scheduled for December 17.

By State statute, the Planning Commission, after holding a public hearing, is required to make a recommendation to the City Council. The City Council is the authorized body for final consideration regarding adoption of the document. The City Council is scheduled to hold additional meetings on November 12, November 19, December 10, and December 17.
