Description/Background:

Beginning in the summer of 2025 the City Council, Mayor, City Staff, and Guests conducted a series of housing workshops meant to build consensus amongst city officials surrounding the housing issues being faced by the city and solutions that may help us address those issues. The workshop series included five workshops. During those workshops the council moved through the following process: Understanding and identifying the challenge > Developing a unified vision > Discussing and prioritizing solutions > Agreeing to strategies, tools, and implementation (tonight).

 

During the March 10, 2026 Council meeting a draft of the Housing Workshop Series Final Report was presented to the City Council.  This report has the potential to be adopted as policy document by the Council and to be used to guide the re-imagining of our land development code over the coming months. 

 

This evening staff is requesting council consider adoption of the final report.  Should additional amendments or discussion be desired, staff recommends removing the item from the consent calendar and holding further discussion. If no additional discussion is necessary, staff recommends moving forward with adoption.

 

 

Further action to be taken:

Staff requests the following next steps:

 

1. Formally adopt the final report at a future City Council Meeting.

2. Staff will provide this report to the consultant conducting the re-imagining of our land development code.

3. Staff will begin implementation and will present to the council on March 31 (ADU's), April 14 (intersection of development agreements and the proposed regulatory frameworks), and April 28 (RDA property).
