Title

City Council discussing redistricting, reviewing, and selecting alternative council district maps

Body

Presenter:

Dustin Fratto, Council Interim Executive Director

Body

Description/Background:

On February 8, 2022 the Council received a presentation from the City Attorney regarding the legal requirements and deadlines surround the redistricting process.  During this presentation the council discussed their initial thoughts on the process and tasked staff to review their discussion and to begin working on a suggested timeline as well as a baseline map.  On March 1, 2022 the Council approved a redistricting timeline and directed staff to bring back four potential alternative council district maps for council review. On March 15, 2022 staff presented the four alternative maps to the Council, who requested some minor amendments and additional alternatives related to Alternative Map 4-1. The Council also requested that staff bring back Alternative Map 4-2 for further Council review.  Attached, you will find a map of the current council districts and four alternative options (4-1, 4-1b, 4-1c, and 4-2).

Further action to be taken:

The Council may request amendments to the alternative maps. Once any amendments are made, the Council may select any number of the maps presented to go through a public process. Following any public process, the council must hold a public hearing and adopt a map prior to the statutory May 10, 2022 deadline.

Public Process:

Staff has completed an informational website for redistricting (https://sandy.utah.gov/1920/Redistricting). Once the Council has selected which alternative maps should go through a public process staff will do the following:

1. Provide and advertise a place on the website where residents can tell the Council which alternative map they prefer

2. Produce a Fact sheet that outlines the process and how residents can let the Council know their preference

3. Hold Pop-up poster sessions (1 in each district) during the month of April, where residents can express their preference.

Prior to the public hearing, the opinions that we've gathered from residents who participate will be provided to the Council to assist in the final decision making.

Recommended Action and/or Suggested Motion:

Recommendation

Tonight staff is looking for council review of the requested maps. To stay on schedule with the adopted timeline, the Council should also select which maps they'd like to take through the public process described above. The Council may take any of the following actions:

1. The Council may choose to select any number of the alternative maps presented to take through a public comment process (Motion directing staff to take maps 4-_ and 4-_ through the public process as described in the staff report).

2. If the Council would like to see amendments made to the alternative maps, staff requests that direction.

2. The Council may also request additional alternative maps if more options are needed.
