Description/Background:

Some residents have chosen to hang "no solicitors" signs on their private property.  These signs are meant to serve as notice to all commercial solicitors that the occupants of the dwelling do not want to receive unsolicited communication.  In Sandy we do not have an ordinance that directly addresses this issue.

 

Please review the attached memorandum that council staff has prepared at Council Member Robinson's request.  You'll notice that many Cities have taken steps to help residents who choose to hang "no solicitors" signs on their property.  Council Member Robinson proposes that Sandy consider doing the same. While there is not a prepared ordinance for the Council to consider, Council Member Robinson would like to work with staff in order to prepare one for a second reading.  His preference is an ordinance that combines the best parts of those from other cities throughout our region.  He suggests an ordinance similar to those from Provo and Draper and hopes to include these key components: (1) Make it the responsibility of the solicitor to look for "no solicitor" signage at each residence; (2) require that the resident place "no solicitor" signage in an obvious and visible location; and (3) Make solicitation of properties that display "no solicitor" signage a violation of the Sandy Municipal Code.

 

 

Further action to be taken:

If the Council is interested in considering an ordinance, Council Member Robinson will work with Council and Administrative Staff to prepare one, and then bring it back for Council consideration during a second reading.

This is an informational first reading that requires no Council action.  It is the time for the Council to provide Council Member Robinson with feedback and suggestions regarding his proposal.
