Description/Background:

Brandon Harris, on behalf of Altus Development Group (applicant, property owner), is requesting a change of the zone district on two parcels (2.14 acres) located at 951 E. 8800 S. from the R-1-20A Zone ("Single-Family Residential District") to the R-1-8 Zone ("Single-Family Residential District"). The property currently includes a house and multiple accessory buildings. Sandy City owns property to the west (old canal property, 0.41 acres) and the east (acquired as part of the Harvard Park road extension, 0.13 acres) of the subject property. City staff and the applicant are in talks regarding the applicant acquiring both city-owned properties. A concept plan submitted by the applicant shows a residential development that includes a cul-de-sac and eight single-family lots.

 

A neighborhood meeting was held on May 22, 2025. The application was presented to the Planning Commission in a public hearing on June 5, 2025. The Planning Commission, by a vote of 7-0, forwarded a positive recommendation regarding the application to rezone the subject property to R-1-8 and including the two city-owned properties extending to the centerlines of Cy's Road and Harvard Park Drive.

Fiscal Impact:

It is Staff's opinion that, based on the concept plan, the fiscal impact of the proposed project to the City would be minimal.

 

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, being presented to the City Council, as the final decision-maker, on July 1, 2025 as an informational item and on July 15, 2025 for action. If the rezone is approved, separate applications would be required to be submitted for review and approval of proposed improvements.
