Description/Background:

Nathan Boyer, on behalf of The Boyer Company (applicant), is requesting a change of zone district on one parcel, subject property, (7.2 acres) owned by the Canyons School District at 825 E. 9085 S. from the R-1-8 Zone ("Single-Family Residential District") to the PUD(12) Zone ("Planned Unit Development District"). The subject property is currently used for the Canyons School District's C-Tech facilities. The applicant is seeking to redevelop the property as a townhome project.

 

A neighborhood meeting was held on May 18, 2026. The Planning Commission held a public hearing on June 4, 2026. The Planning Commission forwarded a positive recommendation to the City Council by a vote of 7-0 (see attached minutes). The application was presented to the City Council as an informational item on July 7, 2026. The item was presented to the City Council for a decision on July 14, 2026. At that time, the City Council directed staff to prepare a development agreement to be associated with the rezone and to bring back the rezone application upon completion of a draft development agreement.

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, together with a development agreement, being presented to the City Council, as the final decision-maker, on September 15, 2026.

1. Motion to Approve - Adopt Ordinance #26-52, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning approximately 7.2 acres, as proposed by the applicant, generally located at 825 E. 9085 S., and subject to a development agreement, from the R-1-8 Zone ("Single-Family Residential District") to the PUD(12) Zone ("Planned Unit Development District").

 

2. Motion to Approve with revisions - Adopt Ordinance #26-52, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning approximately 7.2 acres, as proposed by the applicant, generally located at 825 E. 9085 S., and subject to a development agreement, from the R-1-8 Zone ("Single-Family Residential District") to the PUD(12) Zone ("Planned Unit Development District"), subject to the following revisions: (expressed revisions).

 

3. Motion to Reject - Not adopt Ordinance #26-52, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning approximately 7.2 acres, as proposed by the applicant, generally located at 825 E. 9085 S., and subject to a development agreement, from the R-1-8 Zone ("Single-Family Residential District") to the PUD(12) Zone ("Planned Unit Development District").
