Description/Background:
On October 17, 2024, the Planning Commission held a public hearing to consider a recommendation regarding a comprehensive update to the Sandy City General Plan. Following approximately two years of preparation, a draft document of the proposed updated General Plan (Pace of Progress: Sandy General Plan 2050) was publicly made available on August 29, 2024. The Planning Commission unanimously recommended that the City Council approve the proposed draft, subject to a series of changes to the August 29, 2024 draft that were included in the Planning Commission's recommendation. The project team created a revised draft, dated October 21, 2024, that reflects the Planning Commission's proposed draft, including all changes. The Planning Commission's proposed draft (October 21, 2024) is available on the project website (https://sandypaceofprogress.org).
Over the course of five City Council meetings, from October 22, 2024 to December 17, 2024, the project team presented the chapters and sections, including the appendices, of the proposed General Plan. During the scheduled meetings on December 10, 2024 and December 17, 2024, amendments to the October 21, 2024 draft were voted on by the City Council.
Ordinance #25-01 is being presented to the City Council to consider adopting the Planning Commission's recommended draft of the Pace of Progress: Sandy General Plan 2050 document. Amendments that have been approved by the City Council are reflected in Exhibit B and Exhibit C to Ordinance 25-01.
Fiscal Impact:
Adopting the plan would have no direct fiscal impact, however, the Pace of Progress: Sandy General Plan recommends policies, procedures, infrastructure improvements, etc. that, if implemented, would have a fiscal impact on the City. In general, it is expected and intended that proposed changes would contribute to sustainable future City tax revenue. Funding for specific expenditures associated with recommendations will need to be secured prior to implementation of those recommendations.
Further action to be taken:
By State statute, the Planning Commission, after holding a public hearing, is required to make a recommendation to the City Council. The City Council is the authorized body for final consideration regarding adoption of the document.
