City Council considering adopting Resolution 24-38C, a resolution consenting to the appointment of Britney Ward to serve as the Sandy City "Assistant Director of Public Works and City Engineer"

Mayor Zoltanski is proposing, for Council Advice and Consent, Britney Ward to serve in a newly created position as the Sandy City "Assistant Director of Public Works / City Engineer."
On December 12, 2017 the City Council approved a process when considering its advice and consent for mayoral appointments. The process included a background check, a current resume, a formal interview, and a possible closed session as permitted by state law to consider the character, competency, physical, or mental health of an individual. Tonight the Council will consider providing its consent to the proposed appointment.
Updated position specifications for a new position of "Assistant Director of Public Works / City Engineer" are attached to this agenda item and a background check of the candidate has been conducted.
Requirements:
Title 10-3b-202 of the Utah Municipal Code requires that the Mayor appoint, with the Council's advice and consent, a qualified person for the position of City Engineer.
While neither the Utah nor our own City Code require Council advice and consent for the position of "Assistant Director of Public Works" Utah Code does require Council advice and consent for the position of "City Engineer." As the proposed position encompasses the "City Engineer" position, Council Advice and Consent is required.
Title 10-3-902 of the Utah Municipal Code requires that City Engineer be licensed. "Each person appointed as city engineer shall be a registered professional engineer under Title 58, Chapter 22, Professional Engineers and Professional Land Surveyors Licensing Act."
Title 4-4-5(e)(2) of the Sandy City Administrative Code places the following requirements on the position of City Engineer:
(2) City Engineer. The position of City Engineer shall be under the direction of the Director of the Department of Public Works. The City Engineer shall be a registered professional engineer within the State of Utah and shall have graduated, as a minimum requirement, with a B.S. or M.S. degree from an accredited four year college. The City Engineer shall be responsible for the:
a. Review, supervision and acceptance of all engineering, design, and construction work required by or for the City, except as otherwise assigned to other departments or officers of the City.
b. Coordination and supervision of all construction work done within the public rights-of-way of the City.
c. Maintenance of records of public improvements as prescribed by state statute, including, but not limited to, maps, plans, plats, profiles, drawings, final estimates, specifications and contracts.
