Description/Background:

Matthew Grant, on behalf of property he owns and also property owned by Barry Evans and Lyle Warner, is requesting a change of zone district on three parcels, subject property, (1.79 acres) at 11562 S., 11563 S., and 11586 S. Hagan Road from the R-1-20 Zone ("Single-Family Residential District") to the R-1-20A Zone ("Single Family Residential District"). All three properties have existing homes and are not large enough to be further subdivided.

 

A neighborhood meeting was held on August 10, 2026. The Planning Commission held a public hearing on August 20, 2026. The Planning Commission forwarded a positive recommendation to the City Council by a vote of 7-0 (see attached minutes). The application was presented to the City Council as an informational item on September 1, 2026.

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, being presented to the City Council, as the final decision-maker, on September 15, 2026.

Hagan Road from the R-1-20 Zone ("Single-Family Residential District") to the R-1-20A Zone ("Single-Family Residential District" with "Farm Animal" rights).

 

2. Motion to Approve with revisions - Adopt Ordinance #26-56, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning three parcels, approximately 1.79 acres, as proposed by the applicant, generally located at 11562 S., 11563 S. and 11586 S. Hagan Road from the R-1-20 Zone ("Single-Family Residential District") to the R-1-20A Zone ("Single-Family Residential District" with "Farm Animal" rights), subject to the following revisions: (expressed revisions).

 

3.
