Description/Background:

On October 13, 2025 The City Council Office was notified that the South Salt Lake Valley Mosquito Abatement District (SSLVMAD) intends to increase its property tax rate. Consistent with current statute 17B-1-1003 the City Council is hearing this report within 40 days of receiving the request from the district.

 

The SSLVMAD is a special district that serves the public by minimizing mosquito nuisance and disease.

 

The proposed increase amounts to $320,000 in CY26 and would fulfill the purposes of: Cost stabilization, operational enhancements, and a capital budget increase. This represents an approximate 29.09% increase over the current certified tax rate. The average homeowner with a property valued at $600,000 would see an estimated annual increase of $0.77, while a business owner with property valued at $600,000 would see an estimated annual increase of $1.40. 

 

Consistent with current statute 17B-1-1003 the district is required to report its the intended property tax increase to each legislative entity that appoints a member to the districts board, this includes the Sandy City Council.

 

Consistent with current statute 17B-1-1003(3)(c) the City Council shall: "Allow time during the meeting for comment from the legislative entity and members of the public on the property tax increase...; and express the legislative entity's (the City Council) sentiment regarding the contemplated property tax increase."

 

 

Further action to be taken:

Once each legislative entity represented by the district receives a report, receives comment from its members and the public, and expresses its sentiment the district may move forward with its proposed property tax increase.  The district is holding a public hearing on their proposed tax increase on December 8, 2025 at 6:00 PM at the District Offices.
