Per Council policy: The City Council shall review and re-adopt its Rules of Procedure, including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February.

 

During the councils initial review of the rules of procedure on February 1, 2022 staff was directed to make a number of amendments to the rules as follows:

 

1. The City Council goes above and beyond what is legally required in terms of gathering input and comments from Sandy residents during City Council meetings.  The Council generally accepts public comment on voting items (above what's required), public hearings (required), and during a general comment period at each meeting (above what's required). The Council directed staff to roll general public comment and comment on council voting items into a single comment period at the beginning of each council meeting.  Staff was subsequently directed to maintain eComment on each council voting item and to create an additional method for citizens to send their comments to the council via a special citizen comment email address.

 

2. The 6:00 PM time certain section of the current council meetings that holds special recognitions, public hearings, and general citizen comments often results in an awkward split in the meeting.  This sometimes results in confusion as to where the council is at on the agenda, what items is up next, or when a specific item will be discussed. The Council directed staff to remove the 6:00 PM time  certain section on the agenda.

 

3. The Council directed staff to amend the Rules of Order and Procedure to include further description of the methods that the public can use to submit comments to the Council.

 

4. The current Rules of Order and Procedure state that "there will be no final voting in work session." This language has proven too ambiguous.  The Council directed staff to amend the language to read "the Council shall not adopt any resolutions nor ordinances during a work session."
