Description/Background:

Stonybrook Building Company (Applicant) has submitted an application for a zone change of a 1.0 acre parcel addressed as 137 E. 11000 S.  Although the property is addressed from 11000 S., the propery is not directly adjacent to the road (11000 S.).  The property is accessible from a stub road (Cascade Place) on the west side of the property at approximately 10920 S. The Application requests a zone change from the R-1-40A Zone (Single Family Residential District) to the R-1-20A Zone (Single Family Residential District).  A concept plan depicts one developed single-family residential building lot.  By developing access to the site, the building lot size would be less than the minimum lot size (40,000 square feet) requirement of the R-1-40A Zone.

 

A neighborhood meeting was held on April 15, 2021.  The application was presented to the Planning Commission in a public hearing on May 6, 2021.  The Planning Commission, by a vote of 7-0, forwarded a recommendation that the City Council approve the zone change from the R-1-40A Zone to the R-1-20A Zone.

 

Fiscal Impact:

A zone change of the subject property is expected to contribute to a single-lot subdivision that would create one buildable residential lot. It is expected that one residential lot would have minimal fiscal impact to the City.

 

Further action to be taken:

If the rezone application is approved, a subdivision application and a building permit would need to be submitted, reviewed, and approved before a single-family home could be built on the property.

2. Motion to Approve with revisions - Adopt Ordinance #21-17, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; subject to the following revisions: (expressed revisions); rezoning approximately 1.0 acre addressed as 137 E. 11000 S. from the R-1-40A Zone "Single Family Residential District" to the R-1-20A Zone "Single Family Residential District".

 

3. Motion to Deny - Not adopt Ordinance #21-17, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; denying the proposed zone change of approximately 1.0 acre addressed as 137 E. 11000 S. from the R-1-40A Zone "Single Family Residential District" to the R-1-20A Zone "Single Family Residential District".
