Description/Background:
The City's Staff Bike Committee has been reviewing the City's Trails Master Plan, specifically the mapped bikeways. The Committe, working with various bike groups, data sets, and regional plans, has identified revisions that are being proposed to improve connectivity and functionality of the City's bicycle network as depicted in the Trails Master Plan. The proposal also includes an addition of new trail type (Neighborhood Byway) to better coordinate the City's Trails Master Plan with the Salt Lake County Bikeway Design Manual.
A townhall meeting was held for the public on April 10, 2019 at the Alta Canyon Sports Center (see attached summary). A public hearing was held with the Planning Commission on April 18, 2019. With some revisions, the Planning Commission forwarded a recommendation to approve the proposed general plan amendment. The revisions, as recommended by the Planning Commission, are reflected in Exhibit A of Ordinance 19-14 (attached).

Further action to be taken:
The City will be preparing a joint active transportation plan, in conjunction with Draper City, over the course of the coming year that will look at all non-automotive modes of travel and will involve a wider range of users.

Recommendation
Staff recommends that the City Council approve Ordinance #19-14, amending the Trails Master Plan of the Sandy City General Plan, including the addition of Neighborhood Byways as a trail type and making revisions to mapped trails.
Alternatives:
Approve Ordinance #19-14 with additional revisions.
Refect Ordinance #19-14, and provide suggestions to the Planning Commission for additional consideration.
Reject Ordinance #19-14.
