Description/Background:

Walter Plumb, on behalf of Plumb Holdings LLC (Applicant), has submitted an application for a zone change of five parcels, a total of approximately 66.5 acres, generally located at 8968 S. 1300 E. from the A-1 Zone ("Residential/Agricultural District"), R-1-8 Zone ("Single Family Residential District"), and R-1-20A ("Single Family Residential District") to the R-1-10 Zone ("Single Family Residential District").  The subject property is commonly known as the Pebblebrook Golf Course.  The Application included a concept plan that depicts 135 single-family residential lots, a street network, a neighborhood park, and stormwater basins.

 

A public hearing was held by the Planning Commission on April 21, 2022.  The Planning Commission, by a vote of 6-0, approved a motion to forward a positive recommendation for the Application to the City Council.  The Planning Commission's motion also included a recommendation that approximately 3 acres of property owned by Sandy City be rezoned to the R-1-10 Zone.  The City-owned property includes three parcels and a portion of a forth parcel, all of which are directly adjacent to the proposed project.  The three full parcels are currently zoned A-1 ("Residential/Agricultural District") and are used for a Sandy City water tank, an access road, and storm water infrastructure.  A fourth parcel straddles Harvard Park Drive at the intersection with Cys Road.  This parcel is currently zoned R-1-20A ("Single Family Residential District") and is undeveloped except for Harvard Park Drive through the parcel. Approximately 0.4 acre of the parcel is on the east side of Harvard Park, directly adjacent to the proposed project.  Only the portion of this parcel east of Harvard Park Drive was included in the Planning Commission's motion.

 

Fiscal Impact:

A zone change of the subject property would likely result in replacing the existing golf course with a residential subdivision. It is expected that both property tax revenue to the City and expenses incurred by the City will increase. 

 

Further action to be taken:

This item is scheduled for a decision by the City Council on May 17, 2022.  If the rezone application is approved, a subdivision application would need to be submitted, reviewed, and approved before development could occur and building permits would need to be submitted, reviewed, and approved before houses could be built on the property.
