Description/Background:

On October 17, 2024, the Planning Commission held a public hearing to consider a recommendation regarding a comprehensive update to the Sandy City General Plan.  Following approximately two years of preparation, a draft document of the proposed updated General Plan (Pace of Progress: Sandy General Plan 2050) was publicly made available on August 29, 2024. The Planning Commission unanimously recommended that the City Council approve the proposed draft, subject to a series of changes to the August 29, 2024 draft that were included in the Planning Commission's recommendation. The project team has created a revised draft, dated October 21, 2024, that reflects the Planning Commission's proposed draft, including all changes.  The Planning Commission's proposed draft (October 21, 2024) is available on the project website (https://sandypaceofprogress.org).

Over the course of four City Council meetings, from October 22, 2024 to December 10, 2024, the project team presented the chapters and sections, including the appendices, of the proposed General Plan.  During the scheduled meeting on December 17, 2024, the project team intends to present potential amendments to the General Plan draft and to be available for any questions and discussion regarding the proposed General Plan. A document has been prepared (see attached, "Proposed Edits" and "Additional Proposed Edits") to outline potential changes to the draft that has been reviewed. The document includes revisions, mostly corrections, being proposed by the project team, City Council amendments that have previously been approved, and anticipated City Council amendments.

Upcoming City Council meetings include Council action regarding the General Plan draft, tentatively scheduled for January 7, 2025.

Council Member Proposed Amendments:

Council Member Aaron Dekeyzer will be presenting a proposed amendment to "Section 4, Mobility."

Council Brooke D'Sousa will be presenting a proposed amendment to "Section 7, Targeted Growth Plan" and "Section 8, Implementation Plan"

Council Member Cyndi Sharkey will be presenting a proposed amendment to "Section 7, Targeted Growth Plan"

Please review each Council Members memorandum attached to this agenda item.

Further action to be taken:

By State statute, the Planning Commission, after holding a public hearing, is required to make a recommendation to the City Council. The City Council is the authorized body for final consideration regarding adoption of the document. The City Council is tentatively scheduled to take action on January 7, 2025.

Later on this evening the Council will consider whether to approve the council member amendments to the general plan that have been presented up to the present time. Tentatively, final consideration for the Draft General Plan is scheduled for the January 7, 2025 City Council Meeting.
