Description/Background:

On October 17, 2024, the Planning Commission held a public hearing to consider a recommendation regarding a comprehensive update to the Sandy City General Plan.  Following approximately two years of preparation, a draft document of the proposed updated General Plan (Pace of Progress: Sandy General Plan 2050) was publicly made available on August 29, 2024. The Planning Commission unanimously recommended that the City Council approve the proposed draft, subject to a series of changes to the August 29, 2024 draft that were included in the Planning Commission's recommendation. The project team has created a revised draft, dated October 21, 2024, that reflects the Planning Commission's proposed draft, including all changes.  The Planning Commission's proposed draft (October 21, 2024) is available on the project website (https://sandypaceofprogress.org).

The project team is currently scheduled to present the draft Pace of Progress: Sandy General Plan 2050 to the City Council over the course of four meetings. The project team presented Sections 1 (Overview) and 2 (Livability) of the document on October 22, 2024, Section 7 (Targeted Growth Plan) on November 12, 2024, and Appendix A (Station Area Planning) and Appendix B (Neighborhood Activity Centers) on November 19, 2024.

Upcoming City Council meetings include Council action regarding the General Plan draft, tentatively scheduled for December 17.

Council Member Proposed Amendments:

Council Member Houseman will be presenting a proposed amendment to "Section 5, Economic Development."  Please review the attached memorandum.

Council Member Stroud will be presenting a proposed amendment to "Section 2, Livability." Please review the attached memorandum.

Further action to be taken:

By State statute, the Planning Commission, after holding a public hearing, is required to make a recommendation to the City Council. The City Council is the authorized body for final consideration regarding adoption of the document. The City Council is tentatively scheduled to take action on December 17. Should the Council wish to adjust this timeline, that direction should be given to staff as soon as possible, preferably this evening.

Later on this evening the Council will consider whether to approve the council member amendments to the general plan that have been presented up to the present time.
