Description/Background:

The attached Sandy City Council Draft Code of Conduct is presented for the City Council's consideration. This item was originally presented to the City Council as an informational report during the June 10, 2025 Meeting. The Council provided feedback and suggested amendments, which have been made and can be seen in the attached redline.

 

This Code of Conduct was drafted by Council Staff and Council Legal Counsel with the intent to reinforce public confidence in the integrity of local government and ensure its effective, open, and fair operation. It outlines shared expectations for conduct among Council members, with city staff, and with the residents they serve. By adhering to these principles, elected officials commit to upholding the highest standards of behavior and fostering an environment of respect, collaboration, and integrity in all interactions.

 

This document formalizes critical aspects of ethical and effective governance. It emphasizes compliance with relevant laws and policies, including the Utah Public Officers’ and Employees’ Ethics Act and the Sandy City Code of Ethics. The Code also details expectations for maintaining sobriety and fitness for duty, diligent preparation for meetings, and ensuring fairness, respect, and orderly conduct in all proceedings. Furthermore, it addresses civility and professionalism, constructive communication, and respect for staff roles.

 

Finally, the Code of Conduct establishes clear accountability measures. It outlines the process for responding to allegations of misconduct, including potential steps such as independent investigations, internal reviews, or mediation. The document also details a range of disciplinary measures that the Council may impose if a breach of the code is determined, including reprimands, removal from leadership positions, or a formal resolution of censure.

 

If adopted, this Code of Conduct would become a part of the City Council Policy Booklet.  It is staff's opinion that the Code of Conduct should not be an "opt-in" policy. If the Council adopts a code of conduct, the Council should expect that its membership adhere to it.

This item was presented as a first reading during the June 10, 2025 Meeting, and is being brought back for a final vote consideration.
