Description/Background:

The HOME Program is administered by the U.S. Department of Housing and Urban Development (HUD), as authorized by the HOME Investment Partnership Act.  HOME funds are distributed through annual grants to eligible jurisdictions to address low-income housing needs (rental assistance, rehab, new construction, etc.).  To be eligible to administer funds directly, a jurisdiction would need to qualify to receive an annual allocation of at least $500,000.  Sandy City's annual allocation would be significantly less than $500,000, therefore the City does not qualify as a direct recipient of HOME funds. However, the HOME program does allow contiguous jurisdictions to form a consortium in order to qualify jointly. Salt Lake County is the lead agency for a local consortium (Salt Lake County HOME Consortium) that currently also includes Sandy City, South Jordan City, Taylorsville City, West Jordan City, and West Valley City.  Sandy City has been a member of the Consortium for over 25 years.  As a member of the Consortium, Sandy City maintains a position on the Consortium's advisory committee.  The advisory committee evaluates funding request applications, prepares a budget, and makes recommendation to the Salt Lake County Council for approval.  Membership on the Consortium is required to be renewed every three years by interlocal agreement.

 

The proposed membership renewal in the Salt Lake County HOME Consortium was presented to the City Council on March 28, 2023.

 

Fiscal Impact:

The Salt Lake County HOME Consortium allocates approximately $2,000,000 in HOME funds annually to benefit low income housing needs in Salt Lake County. As a member of the Salt Lake County HOME Consortium, Sandy City would have representation on the advisory committee to the Salt Lake City Council for the use of HOME funds.

 

Further action to be taken:

If approved by the City Council, the interlocal agreement will be prepared and executed by associated jurisdictions and submitted to HUD.
