Resolutions 24-23C, 24-24C, 24-26C, and 24-27C of Sandy City, adopting tax rates for Sandy City and the Alta Canyon Recreation District for the fiscal year commencing July 1, 2024 and ending June 30,2025; also establishing certain fees and charges in Sandy City for said fiscal year.

Description/Background:

 

This public hearing was originally opened on June 4, 2024 and subsequently continued to June 11, 2024.

 

Please review the attached presentation, resolutions, and memorandums.

 

The Council may (1) Continue the public hearing to a future date, or (2) close the public hearing.  If the hearing is closed, the council may: (A) adopt the attached resolutions, including amendments, if any; or (B) take no action and adopt the resolutions during a future Council meeting.  June 18, 2024 (tonight) is the latest scheduled council meeting in which a decision can be made to adopt a tax rate by the statutory deadline and June 25, 2024 is the latest scheduled council meeting in which a final budget may be adopted. If the council opts to wait until June 25th to adopt a final budget, it will still need to adopt a tax rate this evening.

 

During this agenda item, council members may also propose and discuss amendments to the Tentative Budget. The Council should vote on each council member sponsored budget amendment to decide whether each will be included in the final budget. This evening the following Council Member Budget Amendments are being proposed:

 

A. Council Member Stroud is proposing that the Council consider funding an Administrative Law Judge Program (Please review the attached memorandum).  *Originally Presented on June 4, 2024.*

B. Council Member Stroud is proposing that the Council fund a municipal facilities study of City Hall, the Justice Court Building, and the Parks and Recreation Building (Please review the attached memorandum). *Originally Presented on June 11, 2024*

C. Council Member Sharkey is proposing that the Council adjust the fees in the Tentative Budget related to Bulk Waste and Waste Collection (Please review the attached memorandum).

D. Council Member Mecham is proposing additional funding for Main Street Park improvements (Please review the attached memorandum).

E. Council Member Sharkey is proposing that the Council maintain the general fund subsidy for the Bulk Waste Program (Please review the attached memorandum). *Originally presented on June 11, 2024*

Optional Motion 1A: Motion to continue this public hearing to the City Council Meeting on June 25, 2024.

Optional Motion 2: Motion to include the budget amendment proposals from Council Members (Names) in the final budget (as proposed or as amended).

 

Motions to both set a tax rate AND adopt a final budget:

Optional Motion 3: Motion to adopt Resolution 24-23C, a resolution adopting the sandy city annual budget for the fiscal year commencing July 1, 2024 and ending June 30, 2025; Also establishing certain fees and charges in sandy city for said fiscal year, and setting a tax rate on all real and personal property in sandy city. (The final budget is to Include all council member budget amendments approved by the City Council.)

Optional Motion 4: Motion to adopt Resolution 24-24C, a resolution adopting the Alta Canyon Recreation District budget for the fiscal year commencing July 1, 2024 and ending June 30, 2025; Also establishing certain fees and charges for said fiscal year, and setting a tax rate on all real and personal property in the Alta Canyon Recreation District. (The final budget is to Include all council member budget amendments approved by the City Council.)

 

Motions to ONLY set a tax rate and then consider final adoption at a later date:

Optional Motion 5: Motion to adopt Resolution 24-26C, a resolution of Sandy City setting a tax rate on all real and personal property in sandy city for the fiscal year commencing July 1, 2024 and ending June 30, 2025.

Optional Motion 6: Motion to adopt Resolution 24-27C, a resolution of Alta Canyon special Service District setting a tax rate on all real and personal property in the district for the fiscal year commencing July 1, 2024 and ending June 30, 2025.
