Description/Background:
On September 6, 2016 the City Attorney presented a draft code amendment allowing the use of development agreements. The Council voted to pursue the code amendment. The Council also discussed the creation of guidelines on the application of development agreements. Staff developed a draft guideline, however the Council discussion was tabled due to staff concerns that the draft did not properly reflect the Council's discretion and direction with regard to development agreements.
